"The Winnebago County Soil and Water Conservation District is responsible for determining effectiveness of stormwater pollution prevention measures in an agreement with the Illinois Environmental Protection Agency. The District administers advice and education, and monitors construction sites for effectiveness. The files are a compilation of common best management practices that are applicable and effective in this region, accompanied with detailed specifications and drawings. The best management practices featured originate from the Illinois Urban Manual, which is a technical guide developed by the Natural Resources Conservation Service and the Illinois Environmental Protection Agency.
